How to make the mouse work in tmux from the console, without a graphical shell?

I have a Raspberry Pi 3 with Raspbian Testing on it. A mouse is connected to the computer, GPM is installed. How to make mouse work in tmux (scroll, switching between windows)? set-option -g mouse onDoes not help. More precisely, it helps, and the mouse works from terminal emulators via ssh, but I need to make it work from the console.
