What is not tracked and not deciphered usually arouses the interest of the FSB. It is very easy to accuse yourself of terrorism, especially with our legislative system. All providers have a SORM whose task is to detect anomalies in traffic and make it traceable.
And yes, you can have your own server with your own encryption keys, maybe even your own encryption algorithm. Maybe even the use of parasitic data for message passing. There is already a need for an intelligent specialist who implements this.

Communication must be done through the grandfather, connecting through a bunch of tor + 2xVpn.
It is advisable to use PGP key encryption between you and your interlocutor.
Thanks to this, it will be very problematic to track you :)
If you also use a dynamic proxy tree, the task is almost impossible.
