Hello. The customer is interested in how to create the most secure mailbox for free? so that traffic is encrypted and even no services can access official correspondence. I am not well versed in these matters. Do not offer Jabber with pgp, it will be too difficult for all employees to figure it out. Is there anything free and 100% reliable?

PGP should not be ignored, it integrates perfectly into email clients. You just need to choose the most convenient configuration, install it on the machines and conduct training + after some time re-training for those from whom open letters went through your server.

3) message encryption (PGP)

Secondly, the very fact of the exchange of encrypted messages is suspicious. If this is a problem, you can hide encrypted messages in pictures (steganography), but I do not know of ready-made email clients with such a function.
