How to make the mobile version of the site closely resemble the native app?

I started to write a mobile version using web technologies familiar to me and realized that it does not work as well on mobile phones as native (written in compiled languages) applications.
Advise good sources that would contain best practices for creating mobile versions of sites close to native applications with ready-made snippets of various interfaces (menus, layout, lists, etc.) made without using various frameworks (ratched, ionic, etc.). It is possible in English.
It is clear that it will not be possible to achieve an ideal similarity of native applications, but I think it is possible to achieve a close approximation. I would like to look at the best practices in solving various problems (for example, preventing overscrolling, preventing a delay of 300 mc, etc.)
