How to make the menu bar in full screen mode not move the application?

For example, in Safari, when working in full screen, when hovering up, the menu bar seems to run into the browser without shifting the rest of the content, and in the same Chrome, the menu bar leaving shifts everything else, as a result, the entire screen twitches. Can this be configured somehow globally, or does it depend on a specific application?
