How to make the IF statement work in MODX?

Raised to the server MODX Revolution 2.3.3-pl, release date: 01/29/2015. For some reason, the IF snippet doesn't work.

[[If? &subject=`вопрос` &operator=`EQ` &operand=`index` &then=`1` &else=`2`]]

Those. nothing happens at all. If you simply output вопрос, then it will contain the index value . Has anyone experienced something similar?
