How to make the correct CNC (human-understandable URL) on a site built using SSI technology?

I have been struggling with the task for more than a month, but I still have not found a solution to the problem of presenting the URL of my site as a CNC. And the whole problem is in the url of the form name.domen/?content
The site scheme itself (which is already 4 years old): there is index.html (aka template, aka template), where include content.txt is inserted between the header and footer (command to include to the content of a file named content.txt). When name.domen/?content is called, content.txt is loaded.
And the task itself is to make a url like name.domen/content , but without losing working links name/domen/?content The whole problem is in the sign "?". It looks like a parameter. And the site needs a CNC.
And the question is: is it possible to configure .htacces in such a way that /?content redirects to /content ?
