How to enable SSI expression processing on denver?

Apache HTTP Server

The project uses the Endels SSI
server (it can be said denver, only with a normal interface, i.e. files and everything like in denver)
and so, ifexpr expressions are not processed, it gives [an error occurred while processing this directive]
syntax 100% correct
in apache httpd.conf lines
AddType text/html .shtml
AddOutputFilter INCLUDES .shtml .html
are uncommented, files are included in the project,
