How to make the computer automatically turn on when a device appears on the local network and turn off when there are none?

We have a computer at work with a video that has recently flown down, we decided to make it a local server for exchanging files and other internal nonsense.
I wanted to organize everything so that when at least one working computer appeared on the network, the server would automatically turn on, and when the last computer was turned off, it would turn off. The key word is "automatically". I don’t want to set on / off by timer. we are periodically delayed and turning off the server at the wrong time can set us up. It would be possible, of course, to translate the timer in case of a delay at work, but it is just as lazy to do this, as well as manually turn on / off the server.

To turn it on, if the machine supports it, use Wake-on-LAN by configuring it in the computer's BIOS and setting the program to run with sending the appropriate package to startup computers.
Shutdown is more difficult - it depends on the OS.
