How to make the access settings to the 1C-Bitrix section correctly?

Tell me the situation is this: I want the user to be able to edit through the public part of the site only 1 page (section) of the site and no longer have access to any pages and section (for editing).
What I did:
1. Created a new user group and gave it the following rights

2. For the /bitrix/admin/ folder, set the appropriate "Read" access for this group

3. And lastly, for the section I was interested in on the site, I set the "Write" access parameter " to this group

As a result, the toolbar is shown in the public part of the site, but it is "empty". That is, there is no possibility to do something on the page.

It seems to me that I missed something, I can not understand where ... please help.
