How to make taxi drivers work?

We made a local analogue of GetTaxi, with almost free registration of drivers, received about 300 registrations in the city and are trying to distribute the application among customers. For drivers, they set a condition - free of charge until the end of summer. The problem is that while drivers turn on the program, they see that there are no orders and turn it off within 10-30 minutes.
There are few customers, but there are, as well as orders, but few.
The problem is that we cannot advertise the product to customers until there is a normal number of drivers on the line. However, some drivers work quite normally, fulfill some part of all orders, and everything is fine with them. And yet we simply lose most of the orders (as well as customers).
How to proceed? How to explain to drivers that the increase in the number of orders depends on them? SMS and Push with arguments tried - does not work.

Hire drivers in the state and maintain the level of service in this way until a critical mass of drivers and customers is typed.
also close the free registration of drivers so that the number of orders always satisfies the demand for them, tk. now your system is not closed and the drivers compete too much.

make the top of the best drivers (without names), how much they kept your application enabled and how much they earned approximately while working with your application, if the picture is outlined, everyone will understand that it is profitable to work with you.
And make the top for the last day/week/month and the average daily earnings of the driver with the included application.
They need to see that you are really helping them find clients.
