In phpMyAdmin, I created two tables rus and eng, I still need a 3rd connecting table, and then I don’t understand how to implement many-to-many, . I want to make sure that, depending on the language in which the article is written, it falls into one or another table.

Anthony, this is not how it's done. Write all articles in one table. In it, make a field, with a note - in what language it is.
