How to make an animation of drawing such an arrow?
For some reason stroke-dasharray and stroke-dashoffset don't work, is it a problem with the SVG itself or am I doing something wrong?

You already have a lot of dashes drawn, stroke-* doesn't matter. Moreover, there is a fill through fill.
Make one solid line and then style and animate it.
