How to make svg float?

There is a chart that is built on svg. tympanus.net/Tutorials/AnimatedSkillsDiagram
But the problem is that it's not clear how it's made. I reduce the width - it just crops. As a result, I can’t insert this hefty block with a diagram on the site. float doesn't work. How can this graph be made compact?
