How to make sure that files from the hosting are downloaded normally?

I have a problem.
When trying to download a file from a hosting via wget, an error 403 Access denied is raised.
Hosting is free, Beget.
Here is the error:

I tried to solve the problem through .htaccess , did not help.
How to solve this problem?
