1 - you can simply display an html page or site in a program, why write a program when you can solve it in a simple way?
2 - what prevents you from looking at the source and finding out how it works? I don't see anything complicated there.

For the site, you need HTML, CSS + learn JavaScript (you can do it using jquery, well, it's how you want).

Why do you need HTML libraries?
copy all the pictures, and do it through Canvas.LoadFromFile
