In what program and how are they made?

It can be done with an online service. They are many and easy to find.
There is also an option to do it in Photoshop.
you create a project. You upload photos there. and at the bottom there is a line that starts with "Timeline...". You throw everything you need there, then you set up each photo if you wish. And then using the combination of counter + shift + S or in the menu-file-save as web. choose the GIF type and save everything.
