Hello. Please tell me how to make such a carousel?

What plugin can be used to implement such a carousel? I tried to use the slick plugin - it seemed to me ideally suited for it, and I even made it up for myself, but in IE 9-10 the layout just stops working, a pause is put. The console swears - some slider functions are simply not supported by IE. I don't use Bootstrap . I will be grateful for your help! :)
