How to make SSH2 take off on XAMPP?

Good afternoon
I installed ssh2 on xampp:
1) put libssh2.dll in c:\windows\system32
2) put php_ssh2.dll and php_ssh2.pdb in xampp's ext folder (Thread Safe (-ts-) x64 version)
3) In php.ini added extension=php_ssh2.dll
4) Restarted Apache
OpenSSL enabled.
But function_exists('ssh2_connect') keeps returning false .
What else is missing?
