How to make sms server goip work on centos7?

Delivered sms server goip on centos 7 according to this instruction.
The whole point is that GoIP4 does not log in to the server itself,

I don’t know where to dig. Firewall is down. Opened ports.

was the same garbage, check Fail2Ban - Banned IPs. I have isabelle so foolishly banned goip
