How to make smooth scrolling in Chrome using JS (or AngularJS module)?

Please tell me a script that allows you to make smooth scrolling with the mouse wheel in Chrome as in FF.
The problem is that I'm doing parallax by counting the background-position for the background. in FF, everything turns out smoothly, and in Chrome, in cuts of +/- 10px.
I am building a website in AngularJS. Therefore, it is a priority if there is a module \ directive that solves this problem.
