How to make smooth camera movement like in video?

I think a lot of people (programmers) have seen the Sorax video called SpotLight!
I have achieved the spotlight effect, but I can not make the same animation of smooth camera movement, can anyone tell me how to do the same?

Use the function wiggle(). Apply it to the axes of rotation / movement you need, and select the parameters that suit you.
