Subtitles are made in any editing program (Premiere, Vegas...), of course, it's a chore, but not very difficult. From what I can advise to speed up the process: Create one "title" where you decide on the font (color, size, etc.) and then just copy it and change the text (in Premiere this can be quickly done by dragging the "title" with the
mouse while holding alt)
youtube (in insta mb too) you can add subs after uploading the video, but there you won’t be able to customize them too much.
