How to make sending methods, as in VK?

It became interesting to me how VK still processes requests. Moreover, the files to which we send requests of the messages.send type do not have extensions that are somehow related to php or other programming languages. The question is, how do they process requests then?

File permission is a convention made for a person, the machine doesn’t care how the file is named, especially on its resolution, it’s important for it what’s inside
