How to make responsive design on the 13th display?

Tell me, how can I make layout on 19 inches on 13 inches?

What OS? In macos, you can stretch windows wider than the width of the screen. This is not possible in Win7.

Under Linux, it is very convenient to resize windows, as they are dragged with the Alt key held down and a mouse click. Plus there are some tools for window scaling (reducing).
You can also use the phantomjs program and use it to take screenshots of the site at a high resolution, but this is only webkit.
An external monitor is the most convenient solution.

It won't work on Windows. I already somehow asked a question how to set the width of the window to be larger than the current resolution. In the end, we agreed that it is not realistic yet. And what a stupid limitation.

Maybe I misunderstood something, but try to put the Web Developer Toolbar in FF, it allows you to resize the window to the desired size. For dragging, you can use some Autohotkey thread and resize by alt + mouse pressed
