How to make programs on VPS Russian-speaking?

Good afternoon. I made a VPS on Amazon under WS2012, added the Russian language, but here's the problem: the program for which all this was done (mt4) when changing the interface language gives out a bug, just incomprehensible signs, but the entire OS interface is in Russian. I tried to reinstall, throw it immediately installed, but everything is the same, even the fonts from my system were thrown onto the server. How to fix?

In the language settings, in addition to simply switching the language, set the code page for applications that do not use Unicode.
