How to make parallax effect in unity with 2 pictures?

The parallax effect is when two pictures are moving in the same direction at different speeds - the one that is logically further away is moving slower.
And the effect of moving the mouse is not parallax.
It's easy to do - look in the documentation for how to count the movement of the mouse and move the picture in the same way.
