How to make only one region active on GoogleMaps?

I want to make a project - a map of one of the regions with dots on it. Accordingly, I would like the rest of the map to be muted, darkened - i.e. this is a polygon inside out - I outline everything except my region, it seems to be a hole in the cut) How to do this and how to control the highlighting of administrative divisions on Google maps?
