How to make one version of Node.js for all users?

Now the situation has turned out that for root the latest version of the node is exposed through NVM.
But for users, some past versions. And there is no way to force them to switch to a new one, since nvm is only available for root.
The default and system aliases have not helped this in any way so far. I wrote down the latest version in them. Rebooted. But it makes no sense.

There is a crazier assumption that package managers (which are system, not npm) came up with a reason.

There is a crazy assumption that npm install npm will update npm for the user.
