How to make one discount apply to several sites?

I need one discount (cart rule) to be valid on multiple sites (multi-site), but when setting up the rule, only one site can be selected in the "Site" list. Is it configured somewhere? Why is it not possible to select several sites by default, as, for example, when setting up an infoblock?

Unfortunately, the settings cannot do this, only duplicate discounts for each site. Unless you want to customize a bunch of code.
