How to make offline repositories for CentOS 7?

There is an offline intranet inside which there is a virtualization environment.
In this environment, I will create virtual machines with the CentOS7 operating system (namely, on the minimal iso base)
. as I understand it, so that I then replace the repo files in yum.repos.d and calmly do yum install curl mc, etc.
