How to make network access control list (ACL) created only after full provision of instance?

Hello everyone,
I wanted to ask how you can add a network access control list (ACL) in Terrafome, but only after the execution of user_data on the instance has completed. It seems to me that null_resource can be used, but I do not quite understand how?
