How to make money on the lottery?

Here is the news: the jackpot on the Swedish lottery is 224.7 million kroons, the cost of one ticket is 16 kroons, respectively, to buy all options is 223.7 million kroons. Omitting the issue of taxation, let's translate it into the programming plane.
Filling 13,983,816 tickets is difficult. But the rules of the lottery allow you to put up to 17 crosses in one ticket. This, at best, will make our work 12,376 times easier - that is, up to a very real thousand-odd tickets. Hooray?
The question is how to buy and how to fill the minimum number of tickets with a minimum (or no) overlap, knowingly covering all combinations?

In Russian conditions, only the owner of the lottery has the opportunity to earn :)

Of course, a lot depends on the conditions - appearance, ticket paper, the possibility / legality of printing on the ticket.
But for a discount, I can offer to write a macro in MS Word, which will form the filling of your 12 thousand tickets. Then we place the tickets in the printer tray and print, print and print again.

I remember in the 90s. On the street, near the subway, there was a lottery. The girl loudly urged the crowd to buy tickets.
After some time, it turned out that no one had bought the winning ticket yet. And there are only 3 tickets left for 10 rubles each (for example), and one of them is guaranteed to win (winning 500 rubles, for example).
What honestly said the girl-seller. Those. If you buy all three tickets, we are guaranteed to be in the black.
I don’t know if anyone bought ... But this story was repeated every day
