So everything works, it seems, but when compiling the project, maven swears that it cannot access the Internet and, accordingly, everything is interrupted, after creating the project, you can specify in the maven settings - "Work offline", but when creating a new project in the settings for the project ( which is true, since the project is new), this item is removed.

That's it, I figured it out, as I knew that the problem was somewhere in the forgotten checkbox, I'm even ashamed of the question)
For those who have the same problem - File->Other Settings->Default Settings... select Maven on the left and check the Work offline checkbox
