How to make intellij IDEA see the project structure?

In Intellij IDEA, I open an existing project or create a new one, but in the project structure (in the Project tab) only the files located in the project root are displayed, but there are no directories.
Unfortunately, this always happens.
You can use it through the top navigation, but I'm used to working this way.
How to fix it?
