How to make intel d2700dc boot without monitor?

I'm trying to assemble a Mini-ITX server based on intel D2700DC, he stubbornly refuses to load the OS without a monitor, although he should, according to the specification .
* If you turn off the monitor after loading the OS, everything works.
* If you turn it on without a monitor, wait for the moment when it should start loading the OS, and connect the monitor - it will go into power saving mode.
* When the monitor is off, you can hear how the hard drive is detected, POST passes, but then - silence.
* The BIOS event log is empty.
What was tried:
* The BIOS was updated to the latest version, 0072.
* Setting the EFI boot does not affect the result.
* Fedora 17 x86_64 won't boot without a monitor (boot successfully without a monitor to another MP), nor Live USB with MS-DOS, with which the BIOS was updated.
* When IGD is disabled in BIOS, No Video Device Warning is triggered and no download occurs.
How to make the D2700DC boot without a monitor connected?
How can I find out why the download is not happening?

It turned out that I needed to force disable the onboard video and "beep a warning if there is no video device" in the BIOS.
If it becomes necessary to turn it back on, you need to rearrange the jumper (jumper) that will put the BIOS into Maintenance Mode. Embedded video will be used by default in Maintenance Mode.

Option 1.
Disable IGD in BIOS, plug a PCI video card into it and leave it without a monitor or plug it with a plug with resistors?

look in the bios for something like "wait for F1 on errors / warnings"

Option 2.
Enable IGD in BIOS, plug with DVI-VGA adapter, plug with resistors?

And what is the OS? It looks like one of the windows family, but which one? I would look at the subject of work in "headless mode"

I apologize for the previous comment clear crap breccia. After flashing the BIOS, did you reset it to default settings? Is there a fast boot setting in the BIOS?
