How to make in Ubuntu that pressing ctrl-letter in the Russian layout is processed by all applications exactly like in Latin?
In most programs, pressing ctrl-letter in the Russian layout works exactly the same as in the Latin one. But the developers of WPS Writer ( wps-community.org/forum/viewtopic.php?f=10&t=563) and Intellij ( https://www.quora.com/Why-doesnt-Ctrl+V-and-Ctrl+C. .. somehow managed to break the processing of hotkeys in the Russian layout. Three years have passed, and it’s not fate to fix it, so I don’t hope anymore.
Is it possible to register in the depths of Ubuntu so that pressing Ctrl-F is replaced for all programs to Ctrl-A, and Ctrl-S to Ctrl-S, respectively, and so on.

On ubuntu 16.04 it works like this:
sudo add-apt-repository ppa:attente/java-non-latin-shortcuts
sudo apt-get update
sudo apt-get dist-upgrade
restart unity-settings-daemon
in these programs, hot keys are set programmatically, i.e. not by buttons, but by letters, i.e. to fix, open the settings of these programs and set additional combinations for the functions that you need
