How to make HTTP broadcast of audio stream from PC to mobile devices?

Tell me, please, there is a desire to organize the broadcast of sounds played on a PC so that they open on mobile devices without additional programs via HTTP, or another type of link, and playback immediately begins.
Not some selected MP3 files, but, roughly speaking, Stereo Mixer -> Internet radio. Everything that sounds on the computer sounds to the listener. I'm not talking about the fact that I would like perfect sound synchronization on all devices, this is probably impossible.
Maybe even a special piece of iron what is? Kind of like a bluetooth speaker on the contrary. Usually they are connected to it to play sound, but here there would be one to which they are connected to become a sound source from it.
The broadcast of the VLC Player screen is partially suitable, but it will not work from a mobile phone to connect to such a broadcast using the simplest method - just follow a link or a QR code, you will need to manually enter the address in some player.
