How to make html css from a template correctly, quickly and without torn hair?

My order is:
1) Split the whole page into blocks, header, main block, ad block, etc.
2) Start doing
3) Started
4) Stupor...
I know perfectly well how to lay out each block, but when it comes to the page, everything is lost, what is the best thing to do?

@sa24

I first do the html markup of all pages, then I define font styles for p, a, h1, h2, h3, etc. Then I make a grid of all pages, after which I layout all elements from top to bottom with an already working grid. Grid elements cannot be positioned absolutely. If everything is so bad, then at HtmlAcademy you can take the epic Kexby course, where the site is being made in stages
