the camera is connected via wifi to the router, I have an ip login \ password, and I can set up anything on it, I can connect via ethernet
in the registrar settings everything is in Russian, but there are no settings on ip or at least something similar

Hikvision cameras need to be activated
The camera and the registrar should preferably be on the same subnet. The registrar should have auto-search for cameras.
If this is not the case, then you add the camera manually: ip, onvif port, login, password.
It is more convenient to do this through the web interface.
