How to make friends 2 ICQ client?

As everyone probably already knows, multi-login was introduced in ICQ . Kopete is installed on the home computer, a standard Nokia N900 messenger with support for pidgin protocols is on the phone.
The problem is that clients on the phone and on the home computer absolutely randomly (as it seemed to me) pull the priority over to themselves, without any good reason. Testing by sending batches of messages: sometimes most come to the phone, sometimes to the computer (this is within one minute, without any action on my part), that is, some of the messages end up there, some of the messages are here, which is very strange and makes normal communication impossible .
The only simple solution that I see is to disable the client every time on a device that you do not use, but this, to put it mildly, is not very convenient. Perhaps there is some solution that I do not know about, so that I can set the high priority to the desired device and all messages go there? Or make it so that, as in the old fashioned way, ICQ is turned off on one of the devices when you connect to ICQ from another?
PS Yes, it is clear that xmpp does not have such problems and I use this protocol without any problems, but most contacts still use icq, so I would like to somehow solve this problem.

I doubt that you will make friends with them =) This is an idiotic system, it would be better if they made messages to come to both accounts.

Use Jabber ICQ gateway. I did this for myself a long time ago, messages via the ICQ protocol arrive at the gateway, and then via the Jabber protocol they are delivered to clients according to the priority set in the settings. I made that messages come to the laptop, and if the client is offline or away, then to the phone.

The only problem is that usually public transports are overloaded with users, and they have problems connecting to ICQ (it has a limit on the number of connections from one IP). The best solution is to raise your vehicle)

You can disable other clients remotely through the aolsystemmsg bot.
I don’t see a normal solution to the problem: this bot is a half-measure, and icq-transports are sometimes buggy or with their own quirks (I was especially pleased with some transports sending authorization requests to 100+ contacts during registration).
