Sparks are blurry particles. Generate particles through the built-in CC Particle World or third-party plugins like Trapcode Particular , adjust their movement, and then smear them through blur or, for example, DOF. There are a lot of tutorials according to your receiver.
Flashes can be done through color correction and animation of ordinary solid layers, and for a change, add some Optical Flares. Although you can find similar presets like Light Leaks Dissolve .
