How to make Firefox NOT open old tabs on startup?

Recently, FF began to behave strangely: if I close it with a lot of open tabs, then the next time I start it, it will open them. Yes, I know there is a setting "On startup: show empty/home/old tabs" but Fox doesn't care what it says. Turned off all add-ons - he does not care.
And I don’t like it terribly, I’m used to it so that if tabs are needed, then I keep them open as long as necessary. But if I closed it, it means that I don’t need a single open tab.
What could be the problem?

Don't care at all? Those. even if it is indicated to open the home or empty page - does it open the previous ones?
