How to make dotted stripes?

There is a PSD file, so far I have not figured out how to even approximately make it up. I would like to be as simple and fast as possible, without js and svg, preferably.

You can't do this with a simple dashed border. Without svg there is nowhere.

As simple as possible - a png image as a background (without JS and svg).
I think svg would be better.

Stripes as a background, set position relative to this block, and pictures and inscriptions are blocks with position absolute too.
