How to make click2dial call a phone number in Odoo 12 and Asterisk?

I have a server:
Centos 7, Asterisk 11 (Issabel)
installed Odoo 12 on it, connected click2dial with all dependencies.
With an incoming call, click2dial connects to the Asterisk Manager interface (AMI) without any problems, pulls up a client card, or offers to create a new one.
But when I try to make an outgoing call, (I click on the phone number) click2dial is not called,

but there is an offer to call from the browser.
in versions odoo 10 and below, there was a separate call button next to the phone number. From the manual in versions odoo 11 and higher, the call occurs by clicking on the phone number.

Before that, I assembled the same configuration with odoo 10, where an outgoing call occurs on the call button next to the phone number. There outgoing calls occur without problems.
