How to make changes in release-upgrades?

I want to upgrade ubuntu to 17.04 from 16.04.
Changing the Prompt=lts line to Prompt=normal does not grant save access. It says I am not the owner. How can I do it?

sudo nano /etc/update-manager/release-upgrades
or whatever it is in gui
