There is such a program - unetbootin, it exists for both Linux and Windows. You give her a distribution ISO file with Windows, she opens it to the flash drive you specified, and the job is done. And no tambourine swings are required.

try winusb

sudo add-apt-repository ppa:nilarimogard/webupd8
sudo apt-get update
sudo apt-get install winusb

We format our flash drive in the ntfs file system.
Start burning
sudo winusb --install win10_x64.iso /dev/sdX

1) WinUSB - look in the repository
2) From ENT:

- форматнуть в ntfs
- поставить флаг boot
- ms-sys -7 /dev/sdX
- примонтировать исо и флешку
- просто скопировать файлы

WinUSB is no longer being developed, WoeUSB should be used as a replacement.
The first step is to format the flash drive in NTFS, you can do this using GParted. Next, install WoeUSB, installation instructions for your distribution can be found here . The program has a simple graphical interface, so there should be no problems.
