How to make automatic restart of print spooler service?

Such a problem:
The organization has a machine on Win XP, a printer that is often used is directly connected to it. After N count. its use, the processor starts to load heavily, up to 99%. Blame spoolsv. The problem is solved by restarting the print service, but constantly running and restarting is not an option. I just made a batch file to restart this service, since there is no possibility to change the printer or machine at the moment.
The question is: Is it possible to configure the batch file so that it automatically restarts the service when it hangs / heavy load on the CPU? A crutch is a crutch, but I would like to at least make it more comfortable for the user.

Better then not under load, but regularly - once every 20 minutes, for example. Throw the restart command into the Scheduler and that's it.
