How to make automatic registration of visitors of a certain organization?

Good afternoon!
There was an interesting idea and even several solutions, but all with their own shortcomings. The challenge is to simplify the daily routines of staff in a private kindergarten. Namely, the morning record of parents bringing their children to kindergarten. It is specifically important to receive information about who came today and what time. Ideally, the plan is to create a citywide web-based system that solves many problems for garden owners. The problem of parenting is just one of many .
I see the following solutions:
1. Modern - write a simple geolocation application for all popular platforms. The parent came to the kindergarten - information about this was sent to us automatically. Not very universal, because not everyone has smartphones, and not always have money on their balance to send something to us via the Internet.
2. Classic - to purchase equipment to create a "pass through" system - to issue passes to all parents, to put a reader at the entrance. Came, brought a card - you were taken into account. Among the shortcomings: the problem with forgotten passes (you still have to add information by hand). And this method is also not suitable if we want to "sell" our web service to other owners of kindergartens, because then we will have to sell them a set of equipment as a load, and this is much more difficult.
3. Something in between the first and second methods is to print and give out unique QR codes to all parents, put an inexpensive scanner connected to a computer or even a smartphone with a reader in the hallway. Problems: again, a forgotten card with a code.
The thought slipped through to determine who came using Bluetooth or, what the hell is not joking, the infrared port of the phone, but this is not an option - most of them are permanently disabled.
Interested in interesting and unusual thoughts on this issue. Preferably with a bias in IT, of course. The ideal way would be to simply consider that a person has entered the premises. Without any additional cards and unnecessary actions.
