How to make anchors on a Drupal site?

I am building a one page website with Drupal.
The menu consists of links anchors, when clicked, there is a smooth movement to the desired one.
But right now, for some reason, it doesn’t go anywhere (for example, links of this type localhost/site/#services ), maybe some additional modules should be used?
